The Personnel Policies Manual is adopted as the official policy
of the city regarding personnel administration in all respects and
by reference as though it were copied herein fully.

(a) The
city workforce exists to provide essential municipal services to the
community. The city council and management are committed to hiring
and retaining the most qualified employees to provide reliable, quality
and cost-efficient services to the community in a respectful and friendly
manner.
(b) City
employees are responsible to:
(1) Be loyal to and meet the reasonable expectations of city management
and the citizens whom they serve;
(2) Report to work regularly and on time;
(3) Consistently meet or exceed performance standards established for
the job;
(4) Apply themselves in a professional, cooperative, safe and friendly
manner; and
(5) Conduct themselves on and off the job so as to deserve the respect
and trust of city management and the community.
(c) The
provisions of the personnel policies manual and departmental regulations
shall be observed by all city employees in order to maintain the confidence,
respect and support of the citizens.
(d) Unacceptable
conduct may be cause for corrective discipline of counseling, reprimand,
suspension, demotion or discharge depending on the facts and circumstances
of each case. A grievance and appeal process is provided for employees
claiming they have been adversely affected by a violation, misinterpretation,
or misapplication of a specific law, ordinance, policy, rule or regulation.

(a) The
city hereby elects to join the TML Intergovernmental Employee Benefits
Pool by executing the pool’s interlocal agreement.
(b) The
city hereby adopts the following benefit plans to be provided to its
officers and employees through the TML Intergovernmental Employee
Benefits Pool: Medical, Dental, Life and Long Term Disability. The
benefit plans herein adopted are attached to Ordinance 051212-03 as
exhibit A and incorporated herein for all purposes.
(c) The
city administrator is hereby authorized to execute the TML Intergovernmental
Employee Benefits Pool interlocal agreement on behalf of the city.
