(a) 
The city adopts the International Building Code of the International Code Congress Series (2009).
(b) 
In the event that any provision, specification, or regulation of the adopted code is in conflict with any ordinance or previously adopted code, rule, or regulation, the International Building Code shall take precedence and priority.
(c) 
Any person or entity found to be in violation of the International Building Code may be subject to a fine not to exceed $500.00. Such fine may be issued for every day that said person or entity is in violation of the code.
(d) 
Any person or entity desiring a copy of the above-referenced code, or specific regulations and requirements of said code, may receive a copy of same at the city hall.

(a) 
Wherever the word “municipality” is used in the building code, it shall be held to mean the city.
(b) 
Wherever the term “corporation counsel” is used in the building code, it shall be held to mean the city attorney.

(a) 
No person shall engage in the business of contracting to furnish labor and materials for the erection, construction or repair of buildings, structures or signs for which a building permit is required without first obtaining an annual license.
(b) 
Each contractor or builder who shall apply for such license shall pay an initial fee as provided in the fee schedule (appendix A of this code). Renewal may be effected at any date prior to the date of expiration by a payment of a fee as provided for in section A5.002 [sic] of the fee schedule (appendix A of this code).
(c) 
No person shall be issued a license as a contractor or builder until he has made, executed, and delivered a good and sufficient corporate surety bond in the amount of one thousand dollars ($1,000.00).
(d) 
All licenses issued under this code shall expire at midnight on December 31 of the year of issuance. Any licensee failing to renew his surety bond and who makes application for renewal of license before his current license expires shall be considered an applicant for an original license. The fees required in subsection (b) of this section shall not be prorated regardless of the date of issuance of an original license.
(e) 
Any person desiring to erect, construct, or repair a structure owned by that person and who personally performs such work shall not be required to obtain the required license or post the required bond, but shall be required to obtain the customary permit for the particular job under this chapter.
