The following words and phrases used in this article shall have the meanings specified, unless the context clearly indicates otherwise:
Garbage.
Putrescible animal or vegetable waste, including but not limited to wastes that are generated from the handling, preparation, cooking, and consumption of food.
Litter.
Garbage, refuse and rubbish, as defined herein.
Public place.
Any and all streets, sidewalks, boulevards, alleys, or other public ways and any and all public parks, squares, spaces, grounds, lakes, streams, and buildings.
Refuse.
All solid wastes, including garbage and rubbish.
Rubbish.
All nonputrescible solid wastes, including but not limited to paper, metal, cardboard, wood, glass, bedding, crockery, yard clippings, and similar materials.

A person in a motor vehicle or on a bicycle commits an offense if he throws or deposits litter from such vehicle or bicycle onto a public place or private property, except in public or private trash containers.
