The Charter Commission, in preparing this Charter, advised and decided that it is impracticable to segregate each subject treated in this Charter so as to permit a vote of “yes” or “no” on the same, for the reason that the Charter is so constructed that in order to permit it to work and function, it is necessary that it should be adopted in its entirety, or rejected in its entirety. For these reasons, the Charter Commission directs that the Charter be voted on as a whole by the voters of Town or City at an election to be held on the 6th day of September, 1952, at the City Hall in the City of Hereford, Texas.
It is hereby prescribed that the form of ballot for use in such election shall be as follows, to-wit:

Directions: To vote for the adoption of the Charter, mark out the line below beginning with the word “AGAINST”; and to vote against the adoption of the Charter, mark out the line below beginning with the word “FOR.”

The present City Commissioners of the City of Hereford shall call such election and same shall be conducted and returns made and result declared as provided for by the Laws of the State of Texas governing municipal elections, and shall furnish to every certified voter a copy of this Charter as provided by law; and in case a majority of the votes cast at such election shall be in favor of the adoption of this Charter, then an Official Order shall be entered upon the records of the City by the City Commission declaring the same adopted.
The City Secretary shall record at length upon the records of this City, this Charter, and shall furnish the Mayor a copy of the Charter so adopted and authenticated by his signature and the seal of the City, which copy shall be forwarded by the Mayor to the Secretary of State and shall show the approval of this Charter by a majority vote of the qualified voters of the City of Hereford.
TO THE MAYOR AND MEMBERS OF THE CITY COMMISSION OF THE CITY OF HEREFORD, TEXAS:
We, the undersigned members of the Charter Commission appointed by you to prepare a Home Rule Charter for submission to the voters of the City of Hereford, Texas, do hereby submit the above and foregoing draft of such Charter, with the approval of this Commission, and recommend its submission to the voters of the City as provided by law.
