No person shall drive, operate, or cause to be operated, nor
shall any person employ, permit, or allow another to drive, operate,
or cause to be operated, any tow truck over any street in the city
for the purpose of providing services for compensation without first
having obtained from the appropriate authority a registration certificate
authorizing such operation.

This article shall apply to all tow truck operations in the
city, to the extent that the city regulation thereof is not in conflict
with state law, except as limited by the following:
(1) No
city registration shall be required for any consent tow by a tow truck
owner, whether or not such owner has a place of business located within
the boundaries of the city.
(2) No
city registration shall be required for a nonconsent tow by a tow
truck owner, other than a police pull.
(3) City
registration shall be required for police pulls in accordance with
the provisions of this article.
