The board of adjustment (for purposes of this division, the "board") shall be established and operate in accordance with chapter 211 of the Texas Local Government Code, as amended, and the zoning ordinance of the city.
(b)
The board, by majority vote, may adopt rules, regulations, and bylaws for its own government in accordance with Texas Local Government Code section 211.008, as amended, and applicable city ordinances. All changes to the rules and regulations shall be implemented in a fair and consistent manner. All such rules and regulations shall be reduced to writing and made available for public inspection upon request.

(d)
The board shall consist of five (5) members and two (2) alternate members residing within the city, appointed by the city council. Each person nominated by the city council to be a board member must be approved by a simple majority vote of the city council before being appointed as a member of the board. All appointees to the board shall serve as a member for a term of office of two (2) years, or until their successors are duly appointed and qualified, however, expiration of terms shall be staggered so that an overlapping of terms occurs (e.g., in any two-year period, the terms of at least two (2) regular members and at least one (1) alternate member shall expire during the first year, and the terms of the remaining members shall expire in the second year). Each member of the board, including alternates, serves at the pleasure of the city council and may be subject to removal by the city council. Vacancies shall be filled for the unexpired term of any member, whose place becomes vacant for any cause, in the same manner as the original appointment was made.
