It shall be unlawful for any person, firm or corporation, or association of persons, to paste, stick or place any advertisement, handbill, placard or printed, pictured or written matter or thing for advertising purposes upon any fence, railing, sidewalk, telephone, electric light or public utility pole, or other public property, or to knowingly permit the same to be done for his benefit.

It shall be unlawful for any person to scatter or throw any handbills, circulars, cards, newspapers or any advertising device of any description along or upon any street or sidewalk in the city, or upon the private property of others without consent of the property owners.
