The director of traffic control, designated by the city council, shall place and maintain traffic-control signs, signals and devices as he may deem necessary to regulate traffic under the ordinances of the city or under state law or to guide or warn traffic.

The driver of any vehicle shall obey the instructions of any official traffic-control signs, signal or device applicable thereto placed in accordance with this chapter or other traffic ordinance of the city, unless otherwise directed by a police officer, subject to the exceptions granted the driver of an authorized emergency vehicle.

In the absence of specific appointment, the city administrator shall be the director of traffic control.

(a)
The City Council may designate residential streets or portions thereof where stopping, standing, or parking of vehicles is prohibited on one or both sides of the roadway when such restriction is determined to be necessary for traffic flow, safety, or emergency access.
(b)
Pursuant to this section, stopping, standing, or parking of any vehicle is hereby prohibited on the eastside of Via Toscana Lane, beginning at State Highway 205 and ending at the roundabout, within the City limits of McLendon-Chisholm.
(c)
Appropriate traffic-control devices and signage shall be installed to provide notice of the restriction, and enforcement shall commence upon installation of such signage.
(d)
The City Manager or designee is authorized to take all actions necessary to implement and enforce this section.
(e)
No owner or operator of any vehicle shall cause or permit a vehicle to stop, stand or be parked in violation of any of the provisions of this article. There shall be a rebuttable presumption that the registered owner of a vehicle is the person who stopped, stood or parked the vehicle at the time of the offense. Each day the violation occurs or continues shall constitute a separate offense.
