All animals, including but not limited to dogs, cats, horses, fowl, sheep, goats, cattle and hogs, shall be kept under restraint. For the purpose of this article, restraint shall mean that the animal is:
(1)
Confined to the premises of the owner within a house, building or other enclosure.
(2)
Restrained on the premises of the owner by a leash sufficiently strong to prevent the dog or cat from escaping and which restricts the dog or cat to the premises; provided, however, that cats shall not be required to be on a leash.
(3)
Confined within an automobile or restrained by a leash of a length to preclude the animal from getting out of the vehicle. No animal will be unrestrained in the back of an open pickup or truck bed. However, a female dog in heat shall not be allowed on a leash, and a cat shall not be required to be on a leash.
(4)
In the presence of the owner or a member of the owner’s family when on the owner’s premises.
