(a) 
Number Restricted.
No person residing within the city limits shall own more than three (3) dogs or three (3) cats or combination thereof.
(b) 
Exceptions.
Breeders, new litters, kennels and groomers are specifically exempted from the restrictions set forth in subsection (a) above.
