(a) 
A police department for the city is hereby created and all the duties of the city marshal pursuant to the laws of the state are hereby conferred upon the police department.
(b) 
The position of chief of police is hereby created. The chief of police shall be appointed by the city manager and shall serve at the pleasure of the city manager. The chief of police shall have full supervisory authority over all members of the police department; however, all actions of the chief of police shall comply with the employment policies of the city.

The police department of the city shall consist of one police chief and such additional police officers as the city council shall from time to time deem necessary and proper. The rank and privileges of such inferior officers shall be determined from time to time by the chief of police.

The chief of police shall sign an official oath of office prior to beginning service in such capacity.

A badge shall be issued to each member of the police department identifying them as police officers for the city.

Police officers shall be licensed peace officers in accordance with the laws of the state. Police officers shall comply with the rules of Texas Commission on Law Enforcement Officer Standards and Education (TCLEOSE) or such other agency as shall have authority to regulate the licensing of peace officers within the state. Police officers shall have the full authority and jurisdiction as provided by the laws of the state.
