It shall be unlawful for any person to operate a motor vehicle in a parking lot which is available for use to the general public and located within the city:
(1) 
In a reckless manner or with willful or wanton disregard for the safety of persons or property;
(2) 
At a speed that is greater than is reasonable or safe under the conditions found to exist;
(3) 
In any race, speed competition or contest, drag race or acceleration contest, test of physical endurance, exhibition of speed or acceleration, or for the purpose of making a speed record; or
(4) 
In a manner detrimental to the safety and welfare of the general public or in a manner calculated and likely to be annoying or to cause a disturbance to persons of normal sensibility on nearby property.

Stop signs, yield signs, speed zone signs, and all other traffic control and regulatory devices and designations shall be as established from time to time by ordinance, subject to conformity with state law requirements.
