There is created and established for the town a community relations board (CRB), which shall be composed of a minimum of 5 members and no maximum number of members. Residency in the town is not required; however, no more than forty-nine (49) percent of the board may be composed of nonresidents. A staff liason shall attend each meeting of the board. A council liaison will be assigned to the board and attend each meeting.

The members of the community relations board (CRB) shall be appointed by the town council. One-half of the board shall be appointed for an initial term of one year and one-half of the board shall be appointed for the term of two years each. Successive terms shall be of a two-year duration, beginning June 1st and ending May 31st. The board liaison, a member of the council, will be appointed by the town council for a six-month term.

If required, any vacancy shall be filled for the unexpired term in the same manner as provided for the original appointment. Members of the community relations board (CRB) may be removed by the town council in accordance with the grounds and procedures for removal set forth in Local Government Code, section 22.077 (or any successor statute), or for missing more than three consecutive meetings without excuse. The reason for removal will be assigned in writing. Members of the board shall serve without compensation.

The community relations board (CRB) shall annually select its own chairman, vice-chairman, treasurer and secretary from its own members. Elections will be conducted each year by July following the appointment of all new members.

The community relations board (CRB) shall promulgate its rules consistent with ordinances of the town and laws of the state. The board shall hold regular meetings as it deems necessary.

The community relations board (CRB) shall act as an advisory body to the mayor, the town council, and town departments, in the development, supervision and administration of the town’s community activities.

The chairman of the community relations board (CRB) and its representative members shall prepare a budget estimate and submit it to the city manager for presentation to the town council not later than July each year.
