The purpose of this article is to establish the town’s policy on water conservation and, in the event of shortages or delivery limitations, establish water restriction conditions.

The town’s water resource management plan dated August 11, 2011, a true and correct copy of which is attached as exhibit A to Ordinance 11-652, is hereby accepted and adopted by the town council.

(a) 
The city manager or his designee shall have the authority to discontinue water service to any residence, business or property which is in violation of any action or prohibition of this article or the water resource management plan adopted pursuant to this article. In the event water service is disconnected to any location as a result of such violation(s), water service shall not be resumed until all normal penalties and charges are paid, including an additional penalty charge of twenty-five dollars for cutting off the water due to such violation.
(b) 
A violation of this article or any provision of the water resource management plan adopted pursuant to this article is hereby declared to be a violation of a rule, ordinance or police regulation that governs fire safety, or public health and sanitation within the meaning of section 1.01.009(b) and all penalties and enforcement mechanisms provided by this code including section 1.01.009, or provided by state law for such a violation shall be available to the town.
