For the purpose of this article, the following words and phrases
shall have the meanings respectively described to them by this section:
Coin Operated Car Wash.
Means any facility for the washing or steam cleaning of motor
vehicles which exclusively accepts payment for such service through
a device that accepts coin or paper money and which measures the time
during which the service is provided.
Operator.
Means any person, firm, company, association or corporation
that owns, manages or operates a coin operated car wash in the city.

(a) Signs.
An operator shall display a sign in a conspicuous location,
near the service entrance of a coin operated car wash where the customer
normally brings his or her motor vehicle for washing, indicating the
fee for operation and the length of operation time in minutes per
fee paid.
(b) Sign
Specifications.
The sign required herein shall be not
less than twenty-four (24) inches by twenty-six (26) inches in size
and the lettering shall be a minimum of one (1) inch in height on
a contrasting background. The sign shall be constructed of a permanent
weather proof material.
(c) Maintenance.
Signs required herein shall be maintained in good condition
such that it is easily read by a person operating the car wash.

An operator commits an offense if the operator
(1) fails
to post the required signage;
(2) fails
to maintain the required signs;
(3) improperly
displays the operation time of the coin operated car wash;
(4) provides
services different than services indicated in the required signage.
