There is hereby established a fire and rescue department to
be known as the city’s fire department.

The fire chief shall be the administrative and operational head
of the fire department. The fire chief shall be appointed by the city
manager and shall work under the direction of the city manager.

The fire department shall be composed of qualified fire personnel
appointed in conformance with state law.

The office of the fire marshal which shall also be known as
the department of fire prevention is hereby created. Such office shall
be under the direction of the fire chief with the fire marshal reporting
directly to the fire chief. The fire marshal shall carry out these
duties as enumerated in the International Fire Code.
