(a) 
No person shall drive a vehicle on a street or highway within the corporate limits of the city at a speed greater than is reasonable and prudent under the circumstances then existing. Except when a special hazard exists that requires lower speeds in order to avoid colliding with any person, vehicle or other conveyance on or entering a street or highway, exclusive of any alleys, a speed of 30 miles per hour upon the streets and highways within the corporate limits of the city shall be lawful, but any speed in excess of 30 miles per hour shall be prima facie speed limit upon a particular street or highway is greater or less than 30 miles per hour as provided in this code or by state law.
(b) 
Notwithstanding any other provisions of this chapter, no person shall drive a vehicle on a highway at a speed greater than is reasonable and prudent under the conditions and having regard to the actual and potential hazards then existing. In every event, speed shall be so controlled as may be necessary to avoid colliding with any person, vehicle or other conveyance on or entering the street in compliance with legal requirements and the duty of all persons to use due care. Evidence that any person has operated or driven any vehicle on any street within the city at a speed greater than designated in this chapter shall be prima facie evidence that such speed is not reasonable or prudent and that it is unlawful.
(c) 
The driver of every vehicle shall, consistent with the requirements of subsection (b) above, drive at any appropriately reduced speed when approaching and crossing an intersection or railway grade crossing, when approaching and going around a curve, when approaching a hill crest, when traveling upon any narrow or winding roadway, and when a special hazard exists with respect to pedestrians or other traffic or by reason of weather or highway condition.

The maximum speed limit upon any alley within the limits of the city shall be ten (10) miles per hour and no person shall operate or drive any vehicle in any alley in the city at a greater speed than ten (10) miles per hour.

(a) 
A person commits an offense if he operates or drives a vehicle in a school zone in the following designated areas or on the following designated streets at a speed greater than the speed designated by this section for that area or street or portion thereof, and any speed in excess of the limit provided in this section shall be prima facie evidence that the speed is not reasonable nor prudent and is unlawful. Based on recommendations of the traffic engineer, determined based on engineering and traffic surveys, the city council shall designate school zones with appropriate street markings, warnings or signs, which street markings, warnings or signs shall be placed at the school zones by the traffic engineer. The speed limit designated for school zones shall be effective only at times when appropriate flashing warnings and/or signs advising motorists of the speed limit are placed in conspicuous places.
(b) 
In accordance with the recommendations of the traffic engineer, the following designated locations and areas are declared to be school zones and the prima facie maximum speed limit for all motor vehicles operated within such areas and locations on school days shall be twenty (20) miles per hour when either a flashing warning signal is in operation, or when appropriate signs are posted in a conspicuous place with the designated time periods.

In the event of construction on any street or highway, the traffic engineer is authorized to conduct an engineering and traffic investigation to determine if the maximum lawful prima facie speed limit established by this chapter should be temporarily reduced in order to preserve and protect the public safety. If the traffic engineer determines that such speed limit should be reduced, he shall enter a written finding and order to that effect and, upon approval of that order in writing by the city manager or his designated representative, temporary official traffic-control devices shall be erected in proper position and sufficiently legible to be seen by an ordinarily observant person prior to any enforcement action against an alleged violator. The finding and order of the traffic engineer and city manager or his designated representative shall estimate the length of time for which such temporary speed limit shall be in effect and, if necessary, an additional order in writing shall be entered in the event it is necessary to extend such time. No such temporary speed limit shall be effective longer than is provided in such written order, nor in any event longer than is necessary to complete the construction for which the speed limit was ordered. A certified copy of the order shall be admissible in evidence in municipal court to establish the authority of such temporary speed limit, and it is hereby determined and declared that any such temporary speed limit found and ordered in accordance with this section shall be the speed which is reasonable and prudent under the conditions and having regard to the actual and potential hazards then existing, and any violation of such temporary speed limit shall be considered a violation of this code.
