The following words and phrases when used in this article shall have the meanings respectively ascribed to them:
Easement.
The working space for construction and maintenance of the water system, unencumbered and unencroached upon, to the minimum width specified herein. Additional easement area is also conveyed for installation and maintenance of fire hydrants, services, meters, and other appurtenances necessary for proper operation of the system.
Property Owner.
The record title holder of premises served with water from a connection by the city.

(a) 
Requirements.
Except as otherwise provided herein, no person shall install or cause to be installed upon any property within the city which is zoned for any usage other than single family residential or duplex, any water lines, whether for domestic consumption or fire protection, unless such lines are installed in an easement of appropriate size as determined by the city engineer and further, that fire lanes are provided around and through said property in conformance with the requirements of the city's fire marshal.
(b) 
Exceptions.
The provisions of this article requiring the dedication of easements for water lines shall not apply if the water lines described above are metered at the property line at the expense of the property owner and in compliance with the construction specifications of the division of public works and the requirements of this chapter; however, this exception does not apply to the creation and regulation of fire lanes as described above.

This article shall be and is hereby declared to be cumulative of all other ordinances of the city providing for the regulation of the installation of water mains and fire hydrants, and the establishment of fire lanes within the city, and this article shall not operate to repeal or affect any of such other ordinances except insofar as the provisions thereof might be inconsistent or in conflict with the provisions of this article, in which event such conflicting provisions, if any, in such other ordinances are hereby repealed.
