There shall be a city clerk, who shall be an officer of the city and who shall be head of the department of finance. Except as the council provides otherwise by ordinance, the clerk shall collect or receive revenue and other money for the city, shall deposit the same with the city treasurer or for the city treasurer in account or accounts maintained by the city treasurer in a depository or depositories, and shall maintain a general accounting system for the city government. He shall have other powers, duties and functions as may be prescribed by the charter, by applicable law or by ordinance. He has the power and privilege to purchase the necessary office supplies, books and ledgers required by his department, subject to any regulations which the council may prescribe. The City Clerk shall be elected in odd-numbered year for a term of two (2) years. The term of the city clerk shall begin at 7:30 o’clock p.m. on the second Monday after the first Tuesday in April in the year in which they are elected.
