(a) The
city council adopts the basic emergency management plan and annexes
A, B, C, E, I, M, N, O, Q and V as exhibit A to Ordinance 667-05 which
is incorporated by reference and made a part of this section for all
purposes.
(b) The
city council will coordinate recommendations for revisions with the
city’s local emergency personnel and shall adopt or revise the
emergency management plan as the city council determines is appropriate.

The emergency management coordinator is hereby created as an
office independent of other departments. The emergency management
coordinator is appointed by the mayor with the consent of the city
council, and the city manager shall have general supervision of the
emergency management coordinator. In addition to the duties assigned
to the emergency management coordinator by this article, the emergency
management coordinator shall perform duties as outlined in the city’s
emergency management plan as amended.

The emergency management coordinator has the authority to also
coordinate with the local emergency services including but not limited
to the police and fire departments to order the evacuation or closing
of city public parks or public buildings or public events in the event
of a catastrophic emergency or severe weather event.
