The official corporate seal of the city shall be circular in
form with a center, an inner and an outermost circle. The center circle
shall include an impression of a five-point star enclosed by an oak-leaf
branch on the left-hand side, which symbolizes strength and endurance,
and an olive-leaf branch on the right-hand side, which symbolizes
peace. The words “The State of Texas” shall bear upon
the upper portion of the space between the center and inner circle.
The lower portion of the space between the center and inner circle
shall bear eight small ovals and the outside border of the inner circle
shall consist of a double-line. The words “City of River Oaks”
shall bear upon the upper portion of the space between the inner and
outermost circle. The lower portion of the space between the inner
and outermost circle shall bear the year “1949” which
is the year of the city’s incorporation.

It is an offense to use any city or city department official
flag, seal, badge, logo, slogan, or other insignia or a facsimile
hereof in any written or spoken form:
(1) For
a commercial purpose; or
(2) To
signify sponsorship or approval by a city agency or department without
first obtaining express written authorization from the city manager.
