(a)
The chief of police is hereby authorized, subject to approval by the city council, to determine those intersections at which drivers of vehicles shall not make a right, left or U-turn, and shall place proper signs at such intersections. The making of such turns may be prohibited between certain hours of any day and permitted at other hours, in which event the same shall be plainly indicated on the signs or they may be removed when such turns are permitted.
(b)
Whenever authorized signs are erected indicating that no right, left or U-turn is permitted, no driver of a vehicle shall disobey the directions of such signs.
(1965 Code, sec. 21-40)
No U-turn shall be made by the driver of any vehicle at any intersection where electric traffic-control or stop signs are in operation. U-turns are prohibited between intersections, but may be made at intersections where no such traffic-control devices are in operation, unless such turn is prohibited as provided in section 12.02.001. Turning from a parked position to the left between intersections to travel in the opposite direction is hereby defined as a U-turn, within the meaning of this section.
(1965 Code, sec. 21-41)
The driver of a vehicle shall turn left between intersections only when such left turn does not retard or interfere with traffic in either direction. The driver of such vehicle who desires to make a left turn shall pull over to the right, out of traffic, until all traffic in both directions is clear and a safe left turn can be made.
(1965 Code, sec. 21-42)
It shall be unlawful for any person to stop, drive or propel a vehicle in such manner as to block or obstruct the traffic on any street or alley of the city.
(1965 Code, sec. 21-55)
No driver shall enter an intersection or a marked crosswalk unless there is sufficient space on the other side of the intersection or crosswalk to accommodate the vehicle he is operating without obstructing the passage of other vehicles or pedestrians, notwithstanding any traffic-control signal indication to proceed.
(1965 Code, sec. 21-56)
Each driver in a funeral or other procession shall drive as near to the right-hand edge of the roadway as practical and shall follow the vehicle ahead as close as is practical and safe.
(1965 Code, sec. 21-60)
No driver of a vehicle shall drive between the vehicles comprising a funeral or other authorized procession while they are in motion and when such vehicles are conspicuously identified. This provision shall not apply at intersections where traffic is controlled by traffic-control signals or police officers.
(1965 Code, sec. 21-61)
It shall be unlawful for any person to drive any vehicle upon any portion of the streets in the city that has been freshly paved, unless all barriers or signal lights have been lawfully removed therefrom indicating that the street is ready for travel.
(1965 Code, sec. 21-65)
The police chief, as authorized and directed from time to time by the city council, shall designate routes in the city to be used by trucks of a gross weight of more than ten thousand (10,000) pounds, and when such routes are so designated and marked by appropriate signs, it shall be unlawful for any person to drive any such truck on any other street in the city except as designated in this section:

(Ordinance 1239-2019, sec. 60, adopted 8/13/19)
(a)
For the purpose of this section a 3-lane minor undivided arterial road is a high-capacity urban road of which its primary function is to deliver traffic from collector roads or residential street thoroughfares to highways or other major thoroughfares.
(b)
For minor 3-lane undivided arterial roads where a center lane is provided, the center lane shall be strictly enforced as a left turn only lane and not to be used by motorists as a through traffic lane in order to reduce congestion and maintain the free movement of vehicular traffic in order to protect the safety of the public.
(c)
It shall be a violation of this code for a driver of any vehicle to use the center lane of a designated minor 3-lane undivided arterial road where a center lane is provided as a through traffic lane or as a passing lane to avoid the normal directional traffic flow of the road.
(d)
In accordance with this chapter, the police chief has the authority based upon a traffic investigation to designate the location of a center lane within the corporate limits of the city only in cases where the minor 3-lane undivided arterial road is of sufficient size to support a center lane and when in his/her opinion it necessitates a center lane being installed in order to reduce congestion and maintain the free movement of vehicular traffic in order to protect the safety of the public.
(e)
In accordance with this chapter, the police chief hereby directs the city public works department to mark the pavement and place signs where a minor 3-lane undivided arterial road has a center lane designated.
