The chief of police shall place and maintain traffic-control signs, signals and devices when and as required under this chapter to make effective the provisions of this chapter, and may place and maintain such additional traffic-control devices as he may deem necessary to regulate traffic under this chapter or under state law, or to guide or warn traffic. It shall be the duty of the chief of police to supervise the installation and proper timing and maintenance of traffic-control devices.

The chief of police is hereby authorized to:
(1) 
Designate and maintain, by appropriate devices, marks or lines upon the surface of the roadway, crosswalks at any intersection where, in his opinion, there is particular danger to pedestrians crossing the roadway, and at such other places as he may deem necessary.
(2) 
Establish safety zones of such kind and character and at such places as he may deem necessary for the protection of pedestrians.
(3) 
Mark lanes for traffic on street pavements at such places as he may deem advisable, consistent with this chapter and other traffic ordinances of this city.

The chief of police, as authorized by the city council from time to time, shall designate intersections at which traffic shall be controlled by electric traffic-control signals or lights and shall cause such signals or lights to be installed and maintained at such intersections.

All traffic-control signs, signals, devices, and markings placed or erected prior to the adoption of this code by the police department and in use for the purpose of regulating, warning or guiding traffic are hereby affirmed, ratified and declared to be official traffic-control devices, provided such traffic-control devices are not inconsistent with the provisions of this chapter or state law.

Hagg Street and Shear Drive.
(1) 
From station 0+30.5 at the intersection of Hagg Street and Shear Drive on the northwest corner of Hagg Street is hereby designated as “no left turn” from 3:45 p.m. until 4:30 p.m. on school days from Hagg Street westward on to Shear Drive. In accordance with this chapter, the police chief hereby directs the public works department to place signs on the northwestern corner of Hagg Street designating “no left turn” from 3:45 p.m. until 4:30 p.m. on school days.
(2) 
At station 0+30.5 to station 0+34 on Shear Drive and Hagg Street has been designated as a violation for any vehicle to turn right on Shear from the intersection of Hagg Street and Shear Drive during the times of 3:45 p.m. until 4:30 p.m. on school days only.
(3) 
A “no left turn” sign will be placed on the northwest corner on Hagg Street in accordance to the Transportation Code within 18 inches of the prevailing edge of the street at the intersection of Hagg Street and Shear Drive.

(a) 
5400 Block of Truman Drive.
(1) 
The street from station 1+0.00 (intersection of Yale Street and Truman Drive) east 478 feet to station 1+478.00 (intersection of Truman Drive and Gustav Street) is hereby designated for one-way traffic.
(2) 
In accordance with section 12.05.003(a) of the city code (2006) the police chief hereby directs the city public works department to place signs and mark the street designating the 5400 block of Truman Drive from station number 1+0.00 from the intersection of Yale Street with Truman Drive and then eastward another 478 feet on Truman Drive to station number 1+478.00 as plotted on the attached exhibit A to Ordinance 823-09 as being one-way.
(3) 
A 16-foot fire lane is established in the 5400 block of Truman Drive from the intersection of Truman Drive and Yale Street (station 1+0.00) 478 feet to the intersection of Truman Drive and Gustav Street (station 1+478.00) as plotted on exhibit A of Ordinance 823-09.
(4) 
The north side of the 5400 block of Truman Drive (station 1+0.00) east from the intersection of Yale Street and Truman Drive to the intersection of Gustav Street and Truman Drive (station 1+478.00) is hereby designated as a head in parking zone. For the purpose of this section each space designated for parking shall be a minimum of 9 feet in width and 18 feet in length, plus off-street maneuvering space; and
(5) 
Secondly, the improved street thoroughfare from the intersection of Gustav Street and Truman Drive east 235 feet to its connection with the 12.2 foot right-of-way and then 339.6 feet northward to its intersection with Black Oak Lane is hereby designated for one-way traffic.
(6) 
In accordance with section 12.05.003(a) of the city code (2006) the police chief hereby directs the city public works department to place signs and mark the street designating the 5400 block of Truman Drive from the east side of the intersection with Gustav Street in an eastward direction another 235 feet to its interconnection with the 12.2 [foot] right-of way and then in a northward direction another 339.6 feet according [to] the plat to its termination at the intersection with Black Oak Lane as being one-way.
(7) 
A 20-foot fire lane is established in the 5400 block of Truman Drive from the intersection of Truman Drive and Gustav Street eastward 235 feet within the 50-foot wide right-of-way as being recorded in the Tarrant County deed records as plotted on exhibit A of Ordinance 1214-2019.
(8) 
The police chief directs the public works department to place “DO NOT ENTER” signs on the south side of Black Oak Lane at its intersection with the 12.2 foot improved egress right-of-way warning vehicular traffic not to enter from Black Oak Lane.
(9) 
The north side of the 5400 block of Truman Drive east from the intersection of Gustav Street and Truman Drive for 235 feet is hereby designated as a head in parking zone. For the purpose of this section each space designated for parking shall be a minimum of 9 feet in width and 18 feet in length, plus off-street maneuvering space.
(b) 
5200 block of Ohio Garden Road.
(1) 
The police chief in accordance with section 12.05.003(a) of the city code (2006) hereby directs the city public works department to place signs and mark the 137-foot turning lane from Roberts Cut Off Road northeast to its connection with Ohio Garden Road as plotted on exhibit A of Ordinance 938-2012 as one-way traffic unless otherwise posted by order of the police chief to effectively regulate unforeseen traffic conditions in order to protect the safety of pedestrians and motorists due to vehicular traffic entering and exiting Roberts Cut Off from both directions.
(2) 
The police chief in accordance with section 12.05.003(a) of the city code (2006) hereby directs the city public works department to place signs and mark 463 feet of the street of Ohio Garden Road as one-way time limit traffic on school days only from 7:30 a.m. until 8:30 a.m. and from 2:30 p.m. until 3:30 p.m. as plotted on exhibit A of Ordinance 938-2012 unless otherwise posted by order of the police chief to effectively regulate unforeseen traffic conditions in order to protect the safety of the walking pedestrians during school drop-off and pickup times.
(c) 
5100-5200 Blocks of Tulane Avenue.
The police chief in accordance with section 12.05.003(a) of the city code (2006) hereby directs the city public works department to place signs and mark the 5100 and 5200 blocks of Tulane Avenue from the intersection of Roberts Cut Off Road with Tulane Avenue east to the intersection of Merritt Street with Tulane Avenue as one-way time limit traffic on school days only from 7:30 a.m. until 8:30 a.m. and from 2:30 p.m. until 3:30 p.m. as plotted on exhibit A of Ordinance 938-2012 unless otherwise posted by order of the police chief to effectively regulate unforeseen traffic conditions in order to protect the safety of the walking pedestrians during school drop-off and pickup times.
(d) 
300 Block of Harrisdale Avenue and 300 Block of Worthview Drive.
(1) 
The police chief in accordance with section 12.05.003(a) of the city code (2006) hereby directs the city public works department to place signs and mark the 300 block of Harrisdale Avenue from the intersection of Blackstone Drive north 330 feet to its intersection with Shear Drive as one-way time limit traffic on school days only from 7:00 a.m. until 8:30 a.m. and from 3:00 p.m. until 4:30 p.m. as plotted on exhibit A of Ordinance 1213-2019 unless otherwise posted by order of the police chief to effectively regulate unforeseen traffic conditions in order to protect the safety of the walking pedestrians during school drop-off and pickup times.
(2) 
The police chief in accordance with section 12.05.003(a) of the city code (2006) hereby directs the city public works department to place signs and mark the 300 block of Worthview Drive from the intersection with Blackstone Drive north approximately 270 feet within the 50-foot right-of-way to the point where the public owned 300 block of Worthview Drive interconnects with the abandoned and deeded 50-foot Worthview Drive right-of-way to Castleberry Independent School District as one-way time limit traffic on school days only from 7:00 a.m. until 8:30 a.m. and from 3:00 p.m. until 4:30 p.m. as plotted on exhibit A of Ordinance 1213-2019 unless otherwise posted by order of the police chief to effectively regulate unforeseen traffic conditions in order to protect the safety of the walking pedestrians during school drop-off and pickup times.
