Residential wastewater rates are based on annual averaging during
the winter months of December, January and February multiplied by
the current residential wastewater rates.

Commercial wastewater rates are computed every month by multiplying
the cubic feet of water usage by the commercial wastewater rate as
adopted.

Residential and commercial rates included on the water bill as wastewater service and wastewater connection are subject to disconnection if the water service is disconnected for violations of this code regarding water and sewer provisions and/or for unpaid water bills. The lien procedures in section
13.02.042 above (water lien procedures) are also applicable to wastewater service connections.

The system facility access fees are those imposed upon the City
of River Oaks by the City of Fort Worth for providing wastewater service
to new development contained within the incorporated city limits of
River Oaks and to which service is provided either directly or indirectly
by the City of Fort Worth wastewater system. The system facility access
fees for residential and other classes of customers shall be the applicable
system facility access fees set and assessed by the City of Fort Worth
pursuant to the wholesale wastewater contract between Fort Worth and
River Oaks.

The wastewater tap fee is an additional charge to that of the
normal monthly billing. The cost for the city to install such taps
is based on the size of the line to be installed to the city sewer
main, plus any additional materials involved in the installation of
such taps.

(a) Building drains are defined as the wastewater discharge line from
the residence or commercial building to the connection with the city’s
main sewer line.
(b) City sewer mains are defined to mean the main trunk line located
in the city right-of-way designed to receive sanitary wastewater from
a residence or commercial building and transport such wastewater to
the wastewater treatment facilities controlled or contracted for by
the city.
(c) It is the responsibility of the customer to contact the city prior
to contacting a drain cleaner or plumber in regards to customer building
drain stoppages in order that the city crews can verify if the stoppage
is in the customer’s building drain or in the city sewer main.
The city has 24-hour emergency personnel on call in order to answer
such complaints.
(d) The customer is responsible for the cleaning of the building drain
from the house or commercial building to the city sewer main.
(e) The city is not responsible to pay any plumbing bills for drain cleaning
charged to the homeowner for services rendered of individual building
drain lines. The city is responsible only for the maintenance of the
city sewer main.
(f) Individual building drain lines that collapse in the street right-of-way
are the responsibility of the homeowner to have repaired by a state-certified
master plumber that is licensed by the plumbing examiners board of
the state.

(a) It is the customer’s responsibility to see that the necessary
plumbing permits are obtained in accordance with the city code for
any extensions or alterations to the existing individual wastewater
system as defined in the code.
(b) The master plumber is responsible to pull the necessary permits,
register with the city inspection department and have the installation
inspected by the city plumbing inspector.
(c) The permit applicant is responsible for the cost of the street cut
and street repair and must pay such expenses and charges to the city
as provided for in the city’s adopted fee schedule ordinance,
as amended.
