(a) 
There is created and established for the city the planning and zoning commission, which shall be composed of five members.
(b) 
The members shall be resident citizens, taxpayers, and qualified voters of the city, all of whom shall be appointed by the mayor, and subject to confirmation by the city council.

(a) 
The terms of each of the members of the planning and zoning commission shall be three years, except that the respective terms of two of the members first appointed shall be one year, and two of the members first appointed shall be two years.
(b) 
All vacancies shall be filled for the unexpired term in the same manner as provided for in the original appointments.
(c) 
Members of the commission may be removed by the city council for cause stated in writing and after a public hearing thereon.

The planning and zoning commission shall select a chairperson, vice-chairperson, and such other officials as it deems necessary from its membership and shall have the power to employ such qualified persons as may be necessary for the proper conduct and undertakings of the commission and to pay for their services and such other necessary expenses, provided that the cost of the services and expenses shall not exceed the amount appropriated by the city council for the use of the commission.

(a) 
The planning and zoning commission shall also have the power to make rules, regulations, and bylaws for its own government, which shall conform as nearly as possible with those governing the city council and which shall be subject to approval by the city council.
(b) 
Such bylaws include, among other items, provisions for:
(1) 
Regular and special meetings, open to the public;
(2) 
Records of its proceedings, to be open for inspection by the public;
(3) 
Reporting to the governing body and the public from time to time and annually; and
(4) 
The holding of public hearings on its recommendations.

(a) 
The planning and zoning commission shall have the power and it shall be its duty:
(1) 
To make appropriate surveys, investigations, reports, and recommendations relating to community planning and development to the city council.
(2) 
To make plans and maps of the whole or any part or portion of the city and of land outside the city located within five miles of the city limits and any other land outside the city, which in the opinion of the planning and zoning commission bears a relation to the planning of the city, and to make changes in, additions to, and extensions of such plans or maps when it deems the same advisable.
(3) 
To act with and assist all other municipal and governmental agencies and particularly the city council in formulating and executing proper plans for municipal development and growth.
(4) 
To recommend to the city council the passage of such ordinances as it may deem necessary to carry out its progress.
(5) 
To make and adopt a comprehensive community plan for the guidance and control of the future development of the community.
(6) 
To investigate, consider, and report to the city council upon the layout or platting of any new subdivision of the city or of property situated within five miles of the city limits, and to recommend the approval of all plans, plats, or replats of additions within the city limits or within five miles of the same, or the rejection of either, in accordance with provisions authorized under Texas Local Gov’t. Code, section 211.001 et seq.
(7) 
To prepare an ordinance for zoning the city in accordance with Texas Local Gov’t. Code, section 211.001 et seq.
(8) 
To review all zoning regulations and make recommendations on amendments thereto and to review and act on all exceptions permitted under zoning changes involving major land use.
(9) 
To make studies and recommend to the city council plans for clearing the city of slums and blighted areas.
(10) 
To aid and assist the city council in the annual preparation of a long-range capital improvement budget and determination of sources of funds therefor.
(b) 
The commission shall perform such other duties as may be prescribed by this code, or other ordinance of the city, or state law.
