It shall be unlawful for any person to engage in or work at the actual installation of or to alter, repair or add to an existing electrical installation without possessing a city master or journeyman electrical license except as provided in section 4.03.082.

The following shall be permitted to perform electrical work without possessing a city electrical license:
(1) 
Homeowners.
Electrical installations and the alteration, repair or addition to existing electrical installations may be performed by a property owner in any building and/or upon the premises of the building owned and occupied or that is to be owned and occupied by him as his residence. Provided, however, that such work shall be authorized by an electrical permit and conform to the rules and regulations of this article. Under this exception, a permit will be issued by the electrical inspector only on a one-time basis for new construction, and any future application for an electrical permit, for the purpose of new construction, shall require the approval of the electrical board.
(2) 
Eleemosynary organizations.
Any person(s) who performs electrical work in any building and/or upon the premises of a building recognized by the electrical board as an eleemosynary organization shall be exempt from possessing an electrical license. Provided, however, that the work shall be authorized by an electrical permit and conform to the rules and regulations of this article.
(3) 
Maintenance work.
The maintenance and repair to an existing electrical installation may be performed by any person who is regularly employed on a permanent basis and who performs limited electrical repairs that do not require a permit under the provisions of this article and the [that] is performed within the confines of the building and/or upon the premises of the building, incidental to and in connection with the business in which he is employed.
(4) 
Apprentice electricians.
Electrical installation and the alteration, repair or addition to an existing electrical installation may be performed by an apprentice electrician while under the constant and direct supervision of a master or journeyman electrician who shall be actually present at the job site at all times while any electrical work is being performed by the apprentice.

There are hereby created two classifications of electrical licenses, which are master electrician and journeyman electrician.

To be eligible to hold a license as a master electrician within the city, each applicant for such license shall have had four years’ inside wireman experience as a journeyman under the supervision of a master electrician and shall demonstrate his professional competency by passing an examination for master electrician with a minimum grade of 70%.

To be eligible to hold a license as a journeyman electrician within the city, each applicant for such license shall have had two years’ inside wireman experience as an apprentice in electrical construction under the supervision of a master electrician and shall demonstrate his qualifications by passing an examination with a minimum grade of 70%.

Each application for an electrical license shall be submitted to the electrical inspector on a form furnished by the city for that purpose, and the application shall contain written documentation showing the applicant’s eligibility for the license requested. The electrical inspector shall promptly review each application and upon his approval promptly notify the applicant of the time and location of the examination.

The fees set forth in the fee schedule in appendix A of this code shall be paid to the city before taking the respective electrical examination and such fee shall be in addition to the license fee.

Each applicant for an electrical license shall report at the time and location specified by the electrical inspector for examination. The examination shall be of such a nature as to show the applicant’s thorough knowledge of the National Electrical Code, this article and other recognized qualifications pertaining to the electrical license classification. The applicant shall be notified of the examination results within 10 days of date of completion of the examination.

If an applicant fails the examination, he forfeits his examination fee and shall not be eligible to take the same examination for a period of 60 days.

(a) 
No person shall be issued a master electrician’s license until he has made, executed and delivered to the electrical inspector a surety bond in the amount of two thousand dollars ($2,000.00), payable to the city.
(b) 
This surety bond shall be with a recognized and reliable surety company authorized to do business in the state, and shall cover compliance with all provisions and requirements of any and all applicable laws of the state, and all ordinances of the city covering electrical work.
(c) 
This bond shall also hold the city free of damage or loss of every nature for any act or neglect of the principal of the bond, his agents, or employees; guarantee any and all fees or other charges, up to 100% of the face of the bond, due the city against the principal; and shall guarantee compliance with this article of all electrical work installed by the principal, his agents, or employees; and all bonds shall be for a period ending at midnight of the next ensuing December 31st.

(a) 
Each successful applicant for an electrical license shall pay the respective fee set forth in the fee schedule in appendix A of this code.
(b) 
The fees herein required by this section shall be paid to the city within 30 days after the applicant is notified that he has passed the examination. Complete re-application and re-examination procedures shall be required if the fee is not paid and the required bond posted within the time herein specified.

Each license issued under the provisions of this article shall expire at midnight on December 31st of the year for which such license was issued. Renewal of the licenses may be made between the first day of October and the 31st day of December and the electrical inspector shall not be required to give notice of expiration. Re-application and re-examination shall be required if renewal is not made within the time herein specified.

The fees set forth in the fee schedule in appendix A of this code for the renewal of the respective electrical license issued under the provisions of this article shall be paid to the city.

A certificate and identity card will be issued each licensed electrician and this identity card shall be in his immediate possession while performing any electrical work.

It shall be unlawful for any person holding an electrician’s license to transfer the same or allow the use of same directly or indirectly by any other person for the purpose of doing electrical work or for obtaining a permit to do electrical work.

(a) 
When good cause exists, the electrical inspector shall have the power to suspend any electrical license for a period not to exceed 90 days and, if deemed necessary, the electrical board shall have the power to hold a public hearing for the purpose of determining whether or not the license should be revoked.
(b) 
If, for any reason, the electrical license is revoked, the license holder may not apply for a subsequent license until 12 months after the date of the public hearing. If the electrical license is revoked, no portion of the license fee will be refunded. Any person or persons aggrieved by any decision of the electrical board may appeal the decision to the mayor and city council in accordance with division 6 of this article within 10 days of the decision rendered by the electrical board.
