All buildings or other property abutting on any street or avenue shall be numbered.

Austin Street shall constitute the base line for all numbering on the streets running north and south, and Oak Street shall constitute the base line for all numbering on the streets running east and west.

(a) 
Buildings fronting streets from the east and fronting streets from the south shall bear even numbers in their last figure.
(b) 
Buildings fronting streets from the west and from the north shall bear odd numbers in their last figure.
(c) 
Buildings fronting streets running north and south shall be numbered from the base line. Such numbers shall be zero at the base line and not to exceed the number 99 at the end of the first block either north or south of the base line, and 101 at the beginning and not to exceed the number 199 at the end of the second block either north or south of the base line. Such system shall be followed in numbering all of the streets running north and south in the city.
(d) 
Buildings fronting streets running east and west shall be numbered from the base line. Such numbers shall be zero at the base line and not to exceed the number 99 at the end of the first block either east or west of the base line, and 101 at the beginning and not to exceed the number 199 at the end of the second block either east or west of the base line. Such system shall be followed in numbering all of the streets running east and west in the city.
(e) 
Where streets intersect but do not cross, the numbers shall run in each case to a street intersecting on both sides of the street being numbered.
(f) 
Any blocks located upon streets which do not intersect the base lines shall bear the hundred number of the corresponding block nearest the same location which does intersect the base line.
(g) 
In each block, each 25 feet of frontage shall be deemed the unit for determining the last figure of the number to be used. From the corner of each block nearest its respective base line each 25 feet of frontage shall be given a number, except that where lots vary from 25 feet in width, lots shall be numbered to conform to the size of the lot. Fractions may be used if necessary to designate a building located on a fractional part of a 25-foot frontage.

In case of doubt or where a question arises as to the proper number to be assigned to any lot or building, the city manager shall decide the question and fix the number of the lot or building.

The number plate placed upon any building shall be metal or wood, or the number may be painted on the front of the building, door, post, transom, or other place. The number shall be at least three inches in height and conspicuously placed so as to be easily seen from the street.

If the owner or lessee of any building shall fail, refuse, or neglect to place the number, or replace it when necessary, the city manager may cause a notice to be personally served on the owner or lessee or mailed by registered mail to his or her last known address, ordering him or her to place or replace the number. The owner or lessee shall comply with the notice within ten days from the date of service.
