It shall be unlawful for any person to in any way intentionally or negligently destroy, deface, or in any manner injure or damage any fire hydrant, curb stop, gate valve, pump house, reservoir, standpipe, elevated tank, well, pipeline, meter or meter box, manhole, cleanout, or valve cover, or in any way whatsoever interfere with or prevent the operations of the city water and sewer system.

It shall be unlawful for any person to ascend any stairway or steps of an elevated or ground storage tank or to go upon any well site or lift station or to enter into any manhole or water meter box of the water and sewer system of the city except by permission of the water and sewer supervisor.

It shall be unlawful for any person to, in any way, intentionally or negligently tamper with or open a city fire hydrant or stopcock connected with the water system of the city or to use the water from the same, except under the immediate control of either the water and sewer supervisor or the chief of the fire department and then only by persons authorized for the extinguishment of fires, practice of the fire department, flushing the gutters, sprinkling the streets and plaza with hose or sprinkling carts, and repairing of the hydrants or stopcocks.

No person shall make or have made any connection with the city sewer system that will permit any surface or drain water from the ground or from the roof of any building or other structure to drain into the sewer system directly or indirectly; provided, however, that cellars may be connected with the system when made in accordance with the regulations, plans, and specifications of the plumbing inspector and made under his or her supervision.

It shall be unlawful for any person owning a building connected with the sewer system to discharge or permit to be discharged into any part thereof, roof or surface water, exhaust water, exhaust steam, oils, tar, grease, gasoline, benzine, or other combustible gases and liquids, garbage, offal, or insoluble solids or substances which would impair, impede, affect, interfere with or endanger the sewer system or any part thereof, in any manner whatsoever, or the functioning of the processes of sewage treatment.

It shall be unlawful for any person, without obtaining the written consent of the water and sewer supervisor, to bore or drill into any water main or make attachments to or connections with any water service pipe.
