Minimum rates.
Accounts servicing one building or one structure unit through one meter shall pay the minimum water rate as stated in subsection (a)(1), (2) and (3) below. Accounts servicing more than one building or structure unit through one meter shall pay a separate minimum water rate as stated in subsection (a)(1), (2) and (3) below for each building or structure unit serviced.

Minimum water rates include a $11.25 fee for payment of the certificate of obligation incurred for the purpose of (A) acquiring, constructing, installing, and equipping additions, improvements, extensions, and equipment for the city's waterworks system, including repairing, replacing and constructing new water storage facilities; and (B) paying legal, fiscal and engineering fees in connection with such projects. Upon full payment of the certificate of obligation, the minimum water rate will be reduced by $11.25. Accounts with one meter servicing multiple buildings or structure units shall pay a $11.25 fee for each building or structure unit serviced.

(a) 
User charge plan.
The sewer rates per month to be charged and collected by the city from all customers obtaining service from such system are fixed as set forth in the following user charge plan based on the average water consumption per user facility.
(b) 
Determination of consumption.
The consumption per month for all users shall be the average water consumption per month for each user facility for the prior December, January, and February period, unless the user provides information on actual sewer discharge. These charges are to be determined annually prior to October 1, and charges reflected on the statements that are mailed starting November 1 of each year and to be in effect until October 31st of the following year. Water consumption for users that are not entirely on a metered basis shall be estimated and charges based on the best information available including any metered water or sewage, frequency and patterns of discharge.
(c) 
Maximum charges.
Residential, inside city limit users shall be capped at User Class 2, notwithstanding determination of consumption.
(d) 
User charge system.
Each user class shall be based on 5,000-gallon increments of water consumption as shown in the following table:

All accounts exceeding 50,000 gallons consumption shall be charged an additional rate of $8.29 for each 5,000-gallon increment.
(f) 
Outside city limits.
Customers outside the city limits shall be charged pursuant to the appropriate user rate schedule as listed above, multiplied by two.
(g) 
Sewer bond.
Accounts with one water meter servicing one building or structure unit shall pay an additional $12.00 fee for payment of the sewer bond until the sewer bond is paid in full. Accounts with one water meter servicing multiple buildings or structure units shall pay an additional $12.00 fee for each building or structure unit serviced.

If the bill is not paid by the fourteenth day following the rendering date, a penalty of $15.00 shall be added to the amount due.

Any customer whose water service is discontinued for the reason of nonpayment shall pay the city a charge of $35.00 for each and every meter disconnected. The customer shall pay both the disconnect fee of $35.00 and reconnection fee of $35.00 (for a total of $70.00) at the time of restoring service.

The city shall charge a $5.00 fee for all searching of records for each request of each individual account for any purpose other than clarification of a dispute concerning the current amount owed on any account.

Any person wishing to have a water meter checked for accuracy shall pay $50.00 to have the meter checked. If the check proves that the meter is faulty, the $50.00 charge will be waived.

(a) 
Residential utility accounts (inside and inside ETJ) registered to a person who is 65 years of age or older and/or is disabled and receives disability benefits under the Federal Old-Age Survivors and Disability Insurance Program administered by the Social Security Administration shall be classified as Senior/Disabled Citizen accounts.
(b) 
Senior/Disabled Citizen accounts shall be entitled to one waived late fee in the last 365 days.
(c) 
When a Senior/Disabled Citizen account falls delinquent and service is to be disconnected, the City of Kermit shall attempt to contact the account holder by telephone prior to disconnecting service to collect payment for delinquent services. If unable to make contact with an account holder, services will be disconnected consistent with standard policy; however, the City of Kermit will request a welfare check at the residence.
(d) 
Senior/disabled citizen qualified utility accounts established within the city will receive a 10% discount.
