All ordinances or parts of ordinances, with the exception of the building code and comprehensive zoning ordinance of the City of Hutchins, which are inconsistent or in conflict with any of the provisions of these regulations be, and the same are hereby repealed. Where the building code of the City of Hutchins or zoning ordinance of the City of Hutchins contain regulations which are most restrictive that the regulations contained herein, the provision which is more restrictive shall control.
