It shall be unlawful for any person to keep or leave open or maintain an insecure, unsafe door or covering to any well or cistern in the city, or permit the same be left or kept open or maintained in an insecure and unsafe condition, in or upon any premises belonging to such person or under such person’s control.

Any abandoned well or cistern shall be filled with earth to the contour of the surrounding ground around it. A well or cistern shall be deemed abandoned if the same has not been in use for the purpose for which it was intended when dug for any continuous period of six (6) months or more.
