(a) 
The streets and roads of the town are the property of the town for the use and benefit of the citizens of the town.
(b) 
The interference with the construction, repair, and maintenance of town streets and roads is costly to the taxpayers and present a danger to the public health and safety for those using said streets and roads.
(c) 
It shall be unlawful for any person or persons to interfere with the construction, repair, and maintenance of any road or street of the town by removing road material from any street or road.
(d) 
The fine for violation of this article shall be in accordance with the general penalty provision found in section 1.01.009 of this code.
