When a vehicle is found unattended or unoccupied upon a street, highway, alley or other public place, in violation of any provision of this chapter regulating the stopping, standing, or parking of vehicles, it shall be presumed that the owner unlawfully stopped, placed or parked the vehicle.

When a peace officer finds a vehicle standing upon a street or highway in violation of a provision of this chapter, the officer is authorized to move the vehicle, or require the driver or other person in charge of the vehicle to move the vehicle to a location off the paved or main part of the highway or street.

Any person, corporation, partnership or other entity violating any provision of article 12.09 shall, upon conviction, be fined in an amount of not more than two hundred dollars ($200.00).
