It shall be the duty of every person owning, managing, operating, leasing or renting any premises to place the daily accumulations of garbage and rubbish in the containers required by contract between the city and the garbage service provider, and to eliminate as far as possible all water and liquid from the garbage. Containers shall be placed in a location easily accessible for collection.

All ordinary accumulations of rubbish such as tree limbs, paper boxes and scrap lumber which cannot be conveniently placed in the containers required under this article shall be gathered together and baled, tied or sacked in compact bundles and placed in a location easily accessible for the collector and shall not exceed 30 inches in length and shall not exceed 25 pounds.

Heavy accumulations of rubbish such as brush, broken concrete, ashes, sand, gravel, automobile frames, old automobiles, dead trees and other bulky, heavy materials shall be disposed of at the expense of the owner or person controlling the same, under the direction of the health officer or his authorized agent.

Manure from cow lots, horse stables, poultry yards, pigeon lofts and any other animal or fowl pens, and waste oil from garages or filling stations, shall be removed and disposed of at the expense of the person controlling the same in the manner and method directed by the health officer or his authorized agent.

The placing of garbage or rubbish or any refuse material, including junk, in any street or alley within the city or the disposal of refuse at any place within the city other than at the designated place of disposal is prohibited.

The accumulation of garbage, rubbish or junk within the city is prohibited except as provided in this article for the purpose of collection.

The expansion or transfer of existing storage yards for materials constituting junk, or the creation of new storage yards or lots within the city, is prohibited.
