Within the Township, all parks, playgrounds and recreational
areas, except Northern Community Park and Bordentown Township Veterans
Memorial Park/Joseph Lawrence Recreational Area, shall formally be
open to the public from dawn to dusk, and no one shall enter any park,
playground or recreation area before dawn or after dusk, except when
granted permission to do so by the Township Committee or its designated
agent.
It is unlawful for any person, while in a public park, playground
or recreation area, to:
A.
Use threatening, abusive or obscene language audible to other
persons;
B.
Do any obscene or indecent act;
C.
Throw stones or other missiles in such a manner as to endanger
persons or wildlife of any kind;
D.
Interfere with, encumber, obstruct or render dangerous any public
way, path, walk, bridge or public places;
E.
Commit any act tending or amounting to a breach of the peace;
F.
Climb or stand upon any fence, shelter, seat, bridge railing
or support, statue or other erection;
G.
Engage in, aid or encourage a contention or fight;
H.
Solicit gifts or contributions for any purpose without permission
of the Township Committee;
I.
Possess or consume alcoholic beverages without permission of
the Township Committee;
J.
Occupy any grounds for picnics, parties or assemblages without
permission of the Township Committee;
K.
Give entertainments of any kind or transact business of any
kind or hold public meetings or assemblies without permission of the
Township Committee;
L.
Occupy a camp or campground or sleep overnight without permission
of the Township Committee;
M.
Sell, vend or give away any articles of merchandise or other
matter or distribute handbills or circulars without permission of
the Township Committee;
N.
Kindle, build, maintain or use a lire without permission of
the Township Committee;
O.
Post, paint, affix or erect any sign, circular, advertisement,
flag, banner, or any other matter for attracting attention without
permission of the Township Committee;
P.
Possess or use guns, knives, slingshots or other dangerous weapons;
Q.
Possess or use any explosive or material that may cause an explosion
when used either alone or in combination with some other material
to produce rapid, flaming combustion, or administer a destructive
blow to surrounding objects;
R.
Kill, injure or disturb any animal or bird or damage any grass,
tree, shrub or plant;
S.
Damage or deface any building, sign, structure or equipment
upon any premises under the jurisdiction of the Township;
T.
Possess, use or be under the influence of any opiates or other
habit-forming drugs;
U.
Introduce, carry or fire any firecrackers, torpedoes or fireworks;
V.
Ride, drive or bring any horse upon any Township property herein
specified;
W.
Allow any dog to run at large. Dogs shall be permitted provided
they are restrained by a leash not exceeding six feet in length and
led or controlled by a person capable of controlling the dog;
X.
Drive or park any motor vehicles, including mini-bikes, snowmobiles,
or other power-driven equipment on any Township property herein specified
without permission of the Township Committee, Township maintenance
vehicles and those of Township officials and employees and emergency
vehicles shall be permitted in connection with official duties;
Y.
Play or practice golf, swing or use a golf club or hit a golf
ball or practice golf ball.
It is unlawful for any parent, guardian or custodian of any
minor to permit or allow the minor to do any act prohibited by this
chapter.
Permission to do any of the activities specified in §
335-2 as requiring permission of the Township Committee shall be granted by the committee or its designated agent in writing on forms and under rules and regulations that may be promulgated by the Committee from time to time to implement the intent of this chapter.
Any person or organization may reserve for use the warming room
at Northern Community Park by filing a request with the Director of
Public Works or designated representative. Such requests shall be
approved on a first-come, first-served basis, according to a schedule
of availability to be maintained by the Director or designee. The
Director or designee may limit the hours of availability to ensure
that the general public has adequate use of the park, and may disapprove
any request if the Director or designee reasonably determines that
the proposed use is inconsistent with the purposes for which the park
is maintained. The person or organization making such request shall
be responsible for any personal injury or property damage that may
occur during such use. If the person or organization wishes to use
the warming room at an available time when Township employees are
not working, that person or organization shall be issued use of a
key to the room upon payment of a $50 deposit, due not later than
close of business on the day before the function is to be held. No
copies of the key shall be made while in the custody of the person
or organization to whom it is issued. The key shall be returned to
the Public Works office on the first business day after the function.
After inspection by the Public Works Department and deduction of the
reasonable cost of repairing any damage found to have occurred during
possession of the key by the person or organization to whom/which
issued, the Township shall refund the deposit or portion thereof in
accordance with its procedures; provided, that approved nonprofit
organizations to which keys have been issued on a seasonal basis shall
be exempt from this subsection.
Any person who shall violate a provision of this chapter shall be subject to the penalty set forth in Chapter
1, Article
II, General Penalty, of the Code of the Township of Bordentown.
