(a) The
animal control officer shall have authority to impound the following:
(1) Any dog or cat found free of restraint;
(2) Any dog or cat which has not been redeemed by its owners in accordance
with the provisions of this division;
(3) Any dog, cat, or other animal exhibiting symptoms of rabies;
(4) Any dog or cat not vaccinated for rabies.
(b) Animals
that are sick or injured wearing no apparent identification through
which ownership can be determined may be kept up to 72 hours at the
discretion of the animal control officer after consultation with the
animal control supervisor and/or the animal control authority. The
animal may be humanely destroyed within the time advised by the animal
control authority. In emergency situations where it would be inhumane
to transport the animal due to the severity of injuries, the animal
may be euthanized in the field. In this case, the animal must remain
observed until the time that the animal control officer can obtain
the necessary chemicals to perform the euthanasia and return to the
field location.

The owner of any dog or cat which has been impounded under the
provisions of this division shall have the right to redeem the dog
or cat upon the payment of any and all fees which may be due and payable
for the impoundment of such dog or cat.

(a) All animals impounded under the provisions of section
2.02.002 or converted to impoundment status under article
2.03 of this chapter shall be held at least three working days, during which time the owner may reclaim and redeem such animal upon paying to the animal control officer the charges due. Dogs and cats shall be released upon evidence of vaccination or provisionally for vaccination in which case evidence of vaccination will be presented within three working days. Dogs and cats converted to impoundment status under section
2.02.002 must be vaccinated prior to release to the owner.
(b) For every animal reclaimed and redeemed from confinement in the animal control facility for which at the time of such redemption a valid current vaccination certificate and license has been issued, the fee due the animal control officer shall be as set forth in the fee schedule in appendix
A of this code.

All impounded dogs or cats shall be redeemed within the length of time set forth in section
2.02.063. Any such dog or cat not redeemed within such time may be sold or destroyed.

All animals redeemed at the city pound which are required to
be vaccinated must be immediately vaccinated against rabies. All adopted
pets shall be vaccinated against rabies, and spayed or neutered.

Every owner of any dog or cat impounded, whether by the city
or voluntarily by the owner, shall be liable for all costs and fees
incurred by such impoundment.
