(a) 
Service buildings housing sanitation facilities shall be provided in each recreational vehicle park and shall be permanent structures complying with all applicable provisions of this code, state law or city ordinances regulating buildings, electrical installations and plumbing and sanitation systems.
(b) 
Service buildings housing sanitation facilities shall be located not closer than 15 feet to and not farther than 200 feet from any recreational vehicle space.

All owners and operators of recreational vehicle parks will have responsibility for collecting all utility fees and charges assessed by the city and for payment of such fees and charges on a timely basis as required by this code and billings as sent by the city.

The owner of the recreational vehicle park, or a duly authorized attendant or caretaker, shall be in charge at all times, and shall keep the recreational vehicle park and its facilities and equipment in a clean, orderly and sanitary condition. The owner, attendant or caretaker shall be answerable for the violation of any provisions of this article which are applicable to recreational vehicle parks.
