This division shall apply to HUD-code manufactured homes located outside a manufactured home park, except for manufactured homes at construction sites as provided for in section
3.10.004.

(a) It
shall be unlawful for any person to construct, alter or extend any
HUD-code manufactured home within the limits of the city unless he
holds a valid building permit issued by the building official in the
name of such person for the specific construction, alteration or extension
proposed.
(b) All applications for permits shall conform to the requirements of the zoning ordinance (chapter
14).

The HUD-code manufactured home occupant shall be responsible
for proper placement of his HUD-code manufactured home and proper
installation of all utility connections in accordance with city ordinances
and this article.

Any HUD-code manufactured home located in the city under the
provisions of this division or any extension or addition to an existing
HUD-code manufactured home in the city shall be in compliance with
the following requirements:
(1) Location.
A HUD-code manufactured home shall be located
only on lots having a zoning classification for individual HUD-code
manufactured homes.
(2) Minimum lot requirements.
(A) Dimensions and area.
Each HUD-code manufactured home
lot shall have a minimum street frontage of 50 feet and shall also
have a minimum area of 5,000 square feet; however, no HUD-code manufactured
home lot shall have dimensions less than 50 feet on the narrow dimension
or 100 feet on the long dimension. No more than one HUD-code manufactured
home may be located on each HUD-code manufactured home lot.
(B) Setbacks.
(i) The minimum front yard setback shall be 20 feet from the nearest
corner of the HUD-code manufactured home to the front line of the
HUD-code manufactured home lot.
(ii)
No HUD-code manufactured home shall be closer than five feet
to any property line or closer than five feet to the property line
adjoining a public street.
(iii)
For other structures on each lot, the minimum front yard setback
shall be at least 20 feet.
(3) Height limits.
(A) The height limit for any HUD-code manufactured home or building in
an area zoned specifically for HUD-code manufactured homes shall be
20 feet.
(B) The average height of the HUD-code manufactured home frame above
the ground elevation, measured at 90 degrees to the frame, shall not
exceed three feet.

The ground surface in all parts of a HUD-code manufactured home
lot shall be graded and equipped to drain all surface water in a safe,
efficient manner.

Storage facilities with a minimum capacity of 200 cubic feet for each HUD-code manufactured home may be provided on the lot. Where provided, storage facilities shall be designed in a manner that will enhance the appearance of the HUD-code manufactured home and shall be approved by the building official as provided in section
3.10.162.

Off-street parking will be provided in a ratio of not less than
two spaces for each HUD-code manufactured home lot. Access to off-street
parking shall intersect adjoining public streets at approximately
90 degrees and at locations which will eliminate or minimize interference
with traffic on those public streets.

Skirting with the necessary vents, screens and/or openings shall
be required on all HUD-code manufactured homes and shall be installed
within ten days after placement of the HUD-code manufactured home.

Skirting, porches, awnings, and other additions to a HUD-code
manufactured home, when installed, shall be maintained in good repair.
The use of space immediately underneath the HUD-code manufactured
home for storage shall be permitted only under the following conditions:
(1) The
storage area shall have a base of impervious material.
(2) Stored
items shall not interfere with the underneath inspection of the HUD-code
manufactured home.
