(a) 
Location and building.
A tattoo or body piercing studio must be in a permanent, non-dwelling building located in an area in which the location is permissible under the city’s zoning regulations.
(b) 
Walls, ceilings and floor.
The walls, ceilings and floor shall be kept in good repair. Tattooing and body piercing areas shall have smooth and easily cleanable surfaces.
(c) 
Restrooms and sinks.
A restroom and hand-washing sink with hot and cold running water, paper towels and soap shall be conveniently located and accessible to patrons and tattoo or body piercing artists.
(d) 
Lighting.
The tattooing or body piercing area shall have adequate lighting of at least 50 footcandles of illumination.
(e) 
Ventilation.
Adequate ventilation shall be provided.
(f) 
Separation of work areas.
The tattoo or body piercing area shall be separated from customers and observers by a partition or wall.
(g) 
Sanitation.
The entire tattoo or body piercing studio shall be kept clean and in sanitary condition at all times.
(h) 
Smoking.
A tattoo or body piercing artist shall not smoke or allow patrons to smoke while administering tattoo or body piercing services.
(i) 
Tattooing or piercing of persons under the influence of alcohol or drugs.
No person may be tattooed or have any part of the body or skin pierced who appears to be under the influence of alcohol or drugs.
(j) 
Age of patrons.
Clients must be 18 years of age and have a positive identification card such as a driver’s license, passport, or other picture identification in their possession. The tattoo artist shall record verification of age and the type of identification provided.
(k) 
Release form required.
All tattoo or body piercing artists shall have patrons complete release forms with information on after-care instructions and information about the possible risk and dangers associated with the application of each tattoo or the piercing of any part of the body or skin.
(l) 
Retention of release forms.
Each tattoo or body piercing studio shall maintain clients’ release forms.

(a) 
A tattoo or body piercing artist shall have no pustular skin lesions or open cuts on the hands or arms while administering a tattoo.
(b) 
Before administering a tattoo or providing body piercing services, a tattoo or body piercing artist shall wash his hands with hot water with a germicidal soap before and after applying a tattoo or piercing the body or skin.
(c) 
All tattoo or body piercing artists must wear single-service examination gloves while applying a tattoo or piercing the body or skin.
(d) 
All tattoo or body piercing artists while applying tattoos or piercing the body or skin shall wear clean garments, maintain a high degree of personal cleanliness, and follow hygienic practices while on duty.
(e) 
All instruments shall be stored in a closed container.
(f) 
If shaving is required, razors shall be single-service and shall be discarded after use.
(g) 
The area of a client’s skin to be tattooed or pierced shall be cleaned with a germicidal soap and with 70 percent isopropyl alcohol, [or] iodophor.
(h) 
All ink caps shall be single-service.

(a) 
All instruments used in a tattoo or body piercing studio shall be sterilized in an autoclave or a dryclave as follows:
(1) 
Autoclave: Steam under pressure at 121 degrees Celsius (250 degrees Fahrenheit) and a pressure of at least 15 pounds per square inch for no less than 30 minutes after the chamber of the autoclave has been evacuated of air and has reached temperature.
(2) 
Dry heat sterilization: 160 degrees Celsius (320 degrees Fahrenheit) for no less than two hours under atmospheric pressure after the sterilizer has reached temperature.
(b) 
Each tattoo or body piercing studio shall maintain sterilization records.

A written report of any infection or allergic reaction resulting from a tattoo or from a body piercing which becomes known to the tattoo or body piercing artist or any other person shall be immediately reported in writing to the city health department.
