Meters shall be required to measure the consumption of water and gas utility service furnished by the city.

All meters required by this chapter and used to measure the consumption of utility services furnished by the city shall be installed and maintained by the city.

When customers ask to have their meters changed, such change will be made for them, provided they go to the warehouse to witness a test. If the meter tests accurate, they will be charged a fee in the amount set forth in the fee schedule in appendix A of this code. If the meter is fast, the city will adjust the bill accordingly and there will be no charge.

All meters used for the measurement of the consumption of any utility service furnished by the city shall be the property of the city. It shall be unlawful for any person to install or maintain any meter for such purposes anywhere within the city which is not owned by the city.

It shall be unlawful for any person, other than a duly authorized employee of the city, to tamper with any meter, or in any manner to injure any meter, or to manipulate or attempt to manipulate any meter in any manner so as to affect its registration or measurement of the metered utility service.
