The office of city secretary is hereby created.

Kim Whitsitt is hereby appointed city secretary who shall be
under the day-to-day direction and supervision of the city manager.

The city secretary shall be appointed for an indefinite period
and shall be subject to discharge at the will of the city council.

The city secretary shall have all the powers enumerated in section
22.073 of the Texas Local Government Code. In addition to the duties
specified in section 22.073 of the Texas Local Government Code, the
city secretary shall have the following powers and duties:
(1) To
act as treasurer for the city discharging those duties enumerated
in section 22.075 of the Texas Local Government Code.
(2) To
assist the mayor in the mayor’s duties as budget officer and,
as such, to do the following at the direction of the mayor:
(A) Gather financial information on the city’s past and anticipated
expenditures, including financial information from department heads;
and
(B) To assist the mayor in preparing and submitting to the city council
for approval, prior to the beginning of each fiscal year, a proposed
budget of revenues and expenditures for the ensuing year.
(3) To
report, in writing, to the governing body monthly showing the revenues
expenditures of the city and keep the city council fully advised as
to the financial condition of the city.
(4) To
act as the public funds investment officer for the city in accordance
with policies and directions from the city council and submit a quarterly
investment report to the city council stating the investments of the
city.
(5) To
supervise the utility billing department including billing and collection
of utility accounts.
(6) To
act as the elections officer for city elections.
