There is hereby created a planning and zoning commission for the city.

The membership of the planning and zoning commission (“commission”) shall be composed of seven (7) members who shall be residents and qualified voters of the city and shall be appointed by the city council. Vacancies shall be filled by the city council for the unexpired term of the member whose place becomes vacant. Members serve at the will of the city council and any member who misses three successive meetings without commission authorization is deemed to have resigned. The city council may appoint two (2) alternate members of the commission who shall serve in the absence of one or more of the regular members when requested to do so by the chairperson of the commission so that all matters shall be heard by a minimum of four (4) commission members.

The term of the members of the commission shall be for a term of three (3) years beginning July 1st. Current members of the commission shall continue to serve until the June 30th following the expiration of their current term. No members shall serve for more than four (4) consecutive terms or twelve (12) years (whichever is less). The members of the commission shall serve without compensation.

The commission shall elect a chairperson and a vice-chairperson, who will serve one-year terms. The chair shall appoint a secretary for each meeting, who will keep minutes of that meeting, which may be the city secretary. Four (4) members shall constitute a quorum. A majority vote of those present shall be sufficient to pass any motion or recommendation.

(a) 
The commission shall meet when the chair or vice-chair calls a meeting and will adopt such rules as are necessary to conduct its business and authorized and/or required by state law.
(b) 
A member of the commission shall abstain from voting whenever:
(1) 
The member has a personal or monetary interest in the property;
(2) 
The member will be directly affected by the decision of the planning and zoning commission; or
(3) 
As required by the Texas Local Government Code, as amended.

The commission shall act as an advisory board to the city council and shall make recommendations as authorized by state statute on public improvements, subdivisions, traffic, planning and zoning, and shall be vested with all powers and authorities conferred by statute.
