(a) 
Except as permitted by this section and applicable state law, no person, other than a licensed police officer acting within the course and scope of his duties as a police officer, shall discharge or cause to be discharged any firearm of any kind within the corporate limits of the city. For the purpose of this section, the term “firearm” shall have the same meaning as provided in chapter 46 of the Texas Penal Code for such term.
(b) 
Practice firing by police officers and law enforcement personnel at the police firing range is permitted.
(c) 
This section does not limit a person from discharging a firearm for the protection of life or property in accordance with state and federal law.

(a) 
It shall be unlawful for any person to carry a firearm in any city building, regardless of whether or not the person is duly licensed by the state to carry a concealed handgun.
(b) 
The term “city building” as used in this section is defined as any building or portion of a building owned, occupied, leased, or controlled by the city for city operations and activities. The term does not include any public or private driveway, street, sidewalk or walkway, parking lot, parking garage, or other parking area.
(c) 
The term “handgun” as used in this section is defined as any firearm that is designed, made, or adapted to be fired with one hand, and the term “concealed handgun” as used in this section is defined as a handgun, the presence of which is not openly discernible to the ordinary observation of a reasonable person.
(d) 
The term “firearm” as used in this section shall not only be defined as to include all percussion weapons, but shall also include all air guns, air pistols, air rifles, and all other firearms using air pressure to propel a projectile.
(e) 
Any person violating the provisions of this section shall be deemed guilty of a misdemeanor.
(f) 
Nothing herein shall apply to a peace officer nor the authority granted under Texas Penal Code 46.04(3) or V.C.T.A., Government Code, sec. 441.171.
