(a) 
It shall be unlawful, and shall constitute an offense, for any person to willfully obstruct or injure or cause to be obstructed or injured or to maintain an obstruction in any manner whatsoever upon any street, alley, sidewalk or other public way.
(b) 
It shall be unlawful, and shall constitute an offense, for any person, firm, or corporation who shall own or occupy any lot or property in the city to allow any plant or tree to accumulate or grow or any object or vehicle to be maintained on such lot or property in such a manner as to obstruct the vision of persons using any street, roadway, or alley contiguous thereto.
(c) 
For purposes of this article:
(1) 
No tree branch shall hang lower than 14 feet over any public street, roadway, alley or other public way, not including sidewalks;
(2) 
No tree branch shall hang lower than 8 feet over any sidewalk; and
(3) 
All trees, bushes, shrubs, and other types of foliage shall not obstruct sight visual of street signs or illumination from streetlights.

(a) 
Should any owner of any lot within the city who shall be in violation of section 8.09.001 fail or refuse to remove any object or vehicle or to cut down, remove or trim such trees, bushes, shrubs or other foliage within ten days after notice to the owner to do so, in writing, or by letter addressed to the owner at his or her post office address, or within ten days after notice by publication as many as two times within ten consecutive days in any newspaper in the city, the city may remove such object or vehicle or cut down, remove or trim such trees, bushes, shrubs or other foliage, or cause the same to be done, and may pay therefor, and charge the expenses incurred in doing such work or having such work done or improvements made to the owner of such lot or real estate. If such work is done or improvements made at the expense of the city, then such expenses shall be assessed on the lot or real estate upon which such expense was incurred.
(b) 
Should any tree, bush, shrub or other foliage, object, or vehicle encroach upon any public right-of-way, the city shall have the authority to cut back or trim such plant or tree and to remove the object or vehicle or portion thereof from such right-of-way.
