The City Council shall be empowered to create and/or disband
all boards and commissions that it deems necessary and/or that are
required by State Law.
Any vacancy on any Board shall be filled following the same
procedure provided for making the original appointment. The replacement
shall sit on the Board for the remainder of the original term.
