The chief of police is authorized to determine and designate
intersections where particular hazard exists upon other than through
streets and to determine whether vehicles shall stop at one (1) or
more entrances to any such intersection, and shall erect a stop sign
at every such place where a stop is required.

Whenever any ordinance or resolution of this city designates
a through street, the chief of police shall cause to be erected and
maintained signs giving notice thereof on each and every intersection
of such through street.

Every sign erected pursuant to this division shall bear the
word “Stop” and every such sign shall be located as near
as practicable at the nearest line of a crosswalk on the near side
of the intersection or, if none, at the nearest line of the roadway.

When stop signs are erected as herein provided at or near the
entrance to any intersection, every driver of a vehicle and every
operator of a bus shall stop such vehicle or bus at such sign or at
a clearly marked stop line before entering the intersection except
when directed to proceed by a police officer or traffic-control signal.

The driver of a vehicle emerging from an alley, driveway or
building shall stop such vehicle immediately prior to driving onto
a sidewalk or onto the sidewalk area extending across any alley or
private driveway, yielding the right-of-way to any pedestrian as may
be necessary to avoid collision, and upon entering the roadway shall
yield the right-of-way to all vehicles approaching from either direction.

No driver shall enter an intersection or a marked crosswalk
unless there is sufficient space on the other side of the intersection
or crosswalk to accommodate the vehicle he is operating without obstructing
the passage of other vehicles or pedestrians, notwithstanding any
traffic-control signal indication to proceed.
