The regular City election shall be held in accordance with the
laws of the State of Texas regulating the holding of municipal elections
and in accordance with the Charter and ordinances or resolutions adopted
by the Council for the conduct of elections. Officers will be elected
to fill those offices which become vacant that year. The City Council
shall fix the hours and place for holding such election. The City
Council may, by resolution or ordinance, order a special election,
fix the time and place for holding same and provide all means for
holding such special election, in accordance with State law.
The names of all candidates for office, except such as may have
withdrawn, died or become ineligible, shall be printed on the official
ballots without party designations in the order determined in a drawing
of lots conducted by the City Secretary in accordance with State Law.
Each candidate shall be given notice of the time and place of the
drawing.
If two or more candidates have the same surname, their residence
addresses must be printed with their names on the ballot.

All city elections shall be governed, except as otherwise provided
by this Charter, by the laws of the State of Texas governing general
and municipal elections.
(A) Every
municipal election must be conducted in accordance with State law.
(B) The City
Council shall meet in an open meeting to canvass and officially declare
the results of the election as to candidates and questions, and issue
certificates of election to candidates elected as provided by State
law.

Every officer of the City, whether elected or appointed, before
entering upon the duties of the officer’s office, shall take
the oath of office prescribed by the Texas Constitution.
