(a) 
The city was duly incorporated as a city under the provisions of Vernon’s Annotated Civil Statutes article 1133 et seq., as amended, and the city contains a manufacturing establishment within the corporate limits of the city, and has a population of more than 600 inhabitants.
(b) 
In accordance with V.T.C.A., Local Government Code section 6.011 et seq., the city hereby becomes a type A general law municipality.
(c) 
The city shall be known as the City of West Lake Hills, Texas, and shall be subject to the state statutes pertaining to type A general law municipalities and shall be vested with all the rights, powers, privileges and immunities, and franchises therein conferred.

Every officer, agent or employee of the city, while responding to or acting in an emergency situation, is hereby authorized to do everything reasonably necessary under the circumstances to effectively deal with such emergency. This provision shall prevail over every other ordinance of the city and, to the extent to which the city has the authority to so authorize, over any other law establishing a standard of care in conflict with this section.

(a) 
Designation of official newspaper.
The Austin American-Statesman is hereby determined, designated and selected to be the official newspaper of the city, effective immediately, and shall continue as such until another is selected. All ordinances, notices and other matters required by law (or ordinance of the City of West Lake Hills) to be published in the official newspaper or in a newspaper of general circulation in the city shall be published in said official newspaper.
(b) 
Definition.
“The Austin American-Statesman” as used in this section and as used in any other ordinance or resolution of this city passed this date or on any subsequent date, shall be deemed to include the holiday, Saturday, and Sunday editions thereof carried under the name Austin American-Statesman.
