The office of city secretary shall be filled by appointment made by the mayor and confirmed by the city council and is hereby established as that of a municipal officer of the city pursuant to the provisions of the Texas Local Government Code section 22.071.

The city secretary shall furnish and post a notary bond in such amount as the city council shall direct by ordinance or resolution. The premium for such bond shall be paid by the city.

(a) 
The city secretary shall perform the duties as are set forth in V.T.C.A., Local Government Code section 22.073, and those as are set forth in the city secretary’s job description in the personnel policy manual of the city, and other such duties as may be prescribed from time to time by ordinance or resolution of the city council.
(b) 
The city secretary is designated as the public information coordinator and shall satisfy the training requirements of Texas Government Code section 552.012 for all of the city’s public officials who are subject to such requirements and is primarily responsible for administering the responsibilities of the city’s public officials under the Texas Information Act. The city secretary shall complete the training course regarding the responsibilities of the city’s public officials under the Texas Public Information Act not later than the 90th day after he or she assumes his or her duties as city secretary.
