(a) 
The city secretary shall be the guardian of all records created and filed as required by this article.
(b) 
The disclosures mandated by this article are intended to provide the public with notice and increased transparency in the management of the public’s business.
(c) 
All disclosures mandated by this article shall be posted on the city’s website for public viewing within seven (7) business days of the date the disclosure is made.

The city council is the ultimate arbiter of the rules promulgated herein. Accordingly, any final authority to enforce these rules rests with the city council.
